Riot Games created and released League of Legends, a multiplayer online battle arena (MOBA) game in 2009. In this game, the player takes isometric control of a champion who has a variety of special skills.

Akali, Azir, Ivern, Kalista, Reksai, Renekton, and Twisted Fate are being buffed whereas Amumu, Aphelios, Aurelion Sol, and Jinx are undergoing nerfs in LoL Patch 13.11, with several system upgrades and Rell Mini-Rework 2023.

League of Legends 13.11 Patch – Champion Buffs and Nerfs

High-skill champions like Akali, Kalista, Twisted Fate, Renekton, Rek’Sai, and Azir are targets for Riot’s next upgrades. However, this time around there will be a good deal of nerfs, and selections like Aurelion Sol, Aphelios, and Jinx will have their kit significantly toned down in the League of Legends 13.11 patch.

  • Q – Rootcaller:
    • Jump Logic Adjusted.

League of Legends 13.11 Patch – Champion Reworks

LoL Rell mini-rework

This League of Legends 13.11 patch will include the Rell Mini-Rework because Riot is prepared to release the updates. In a lengthy article detailing all the changes she would be experiencing, RiotRaptorr announced the new Rell rework 2023 on Twitter.

For Rell, the biggest change is that she should be able to start team fights more easily now that her mid scope has been updated. Riot wants to modify her to make her more of a playmaking option, and they’ve added some buffs to maximize her potential in the jungle to see if she can function as an engaged champion there.

  • Armor per level: 4.2 >>> 3.
  • Magic Resist per level: 2.05 >>> 1.
  • Movement Speed: 335 >>> 330.

Passive – Break the Mold:

  • Armor/MR Shred:
    • Now stacks up to 5 times.
    • Shred per stack: 10% >>> 2.5%.
    • Duration: 4 seconds >>> 5 seconds.
  • Added: Her Abilities also apply Passive stacks now.
  • Minimum Armor/MR Steal based on level: 5 – 12 >>> 1.25 – 2.5.
  • Added: Rell will keep the resists stolen for the duration regardless of whether the target dies early.
  • Removed: No longer deals bonus On-Hit magic damage.
  • Removed: Hitting a new target no longer refreshes the duration of all targets.

Q – Shattering Strike:

  • Added: Now stuns all targets for 0.75 seconds.
  • Added: Applies Passive and full damage to all targets.
  • Added: Deals 250% damage to jungle camps.
  • Added: 100 unit movement to make Q look better.
  • Removed: Heal on Self and Ally.
  • Range: 680 in front of Rell, 150 behind >>> 520 in front of Rell, 220 behind.
  • Cooldown: 9/8/7/6/5 seconds >>> 11/10.5/10/9.5/9 seconds.
  • Cast Time: 0.35 seconds >>> 0.5 seconds.
  • Shield break is now better and will destroy shields and then stuns, including Morgana’s Black Shield.

W – Ferromancy:

  • Ferromancy: Mount Up Changes:
    • Removed: Movement speed while mounted.
    • Movement Speed Gained when Mounting Up: 25/30/35/40/45% >>> 30% Rapidly Decaying.
    • Movement Speed Duration: 3.5 seconds >>> 1 second.
  • Dismounted Form Changes:
    • Added: Increases Attack Speed by 15/20/25/30/35%.
    • Added: Increases Attack Range by 75.
    • Movement Speed Reduction: Reduces to 280 >>> Slows by 15%.
    • Bonus Armor/Magic Resist while dismounted: 10% >>> 12%.
    • Removed: Movement Speed cap while dismounted.
  • Ferromancy:Crash Down Changes:
    • Damage: 70/105/140/175/210 >>> 70/100/130/160/190.
    • Shield: 35/60/85/110/135 + 12% Maximum Health >>> 30/55/80/105/130 + 10% Maximum Health.
    • Maximum Slide Distance: 375 >>> 320.
    • AOE Radius Form: 200 >>> 180.
    • Jump Range: 500 >>> 400.
    • Knockup Duration: 1 second >>> 0.75 seconds.
    • Slide Speed: 85% of jump speed >>> 100% of jump speed.
  • Added: Deals 250% damage to jungle camps.

E – Full Tilt:

  • Passive – Mounted Alacrity: Rell gains (10/20/30/40/50%) movement speed while mounted, reduced in combat.
  • Active – Full Tilt:
    • Rell and an Ally charge, gaining movement speed and ramping up to 20% over 3 seconds.
    • This effect is doubled to 40% toward enemies or your bonded Ally.
    • After 1 second, Rell’s next Attack or Shattering Strike explodes in an area for (20/25/30/35/40) (+ 30 AP) + (3% Maximum Health) magic damage.
    • Added: Empowered auto can be used much quicker but does not function as an Auto Attack Reset.
  • Deals 250% damage to jungle monsters.
  • Cooldown: 15 seconds.
  • Mana Cost: 40 Mana.

R – Magnet Storm:

  • Added: Passive now activates when Magnet Storm is used.

League of Legends 13.11 Patch – System Changes

After giving Summoners a whole patch to experiment with, Riot Games is now hoping to discover the ideal balance for these new items for LoL Patch 13.11, including a variety of adjustments to important League items including Echoes of Helia, Statikk Shiv, Stormrazor, and Kraken Slayer.

Riot is reducing Echoes of Helia’s healing per shard early on such that it only rises above level six in order to counteract the item. The Statikk Shiv was revived for marksmen in the most recent patch, and it will receive some respectable damage increases in the next League of Legends 13.11 patch.

Kraken Slayer will similarly receive significant improvements in the League of Legends 13.11 patch, including a switch from magic to physical damage. Moreover, Galeforce will be receiving some significant nerfs to its effectiveness in this release.

Additionally, Youmuu’s Ghostblade will have five less haste and less lethality than Runaan’s Hurricane, which does 15 less damage on hits. Along with lessening energized damage, Stormrazor is also getting a slight reduction in AD.

League of Legends 13.11 Patch – Skins

The DRX roster’s customized League skins are now available in the marketplace, six months after their triumphant Cinderella run to the 2022 World Championship. The selections made by the team are Aatrox, Akali, Ashe, Caitlyn, Kindred, and Maokai.

On June 2, Friday, 2023, the League of Legends 13.11 patch will launch, bringing the DRX skins. The players themselves selected the DRX skins for the Worlds 2022 celebrations and Aatrox will also receive a Prestige variant and a DRX Ward.
